Methodology elaboration regarding the rules and financing sources according to the ”Polluter pays” principle

Smart Integration and EPC Consultanță de Mediu joined their forces for the project entitled „Elaboration of the methodology regarding appliance of the Polluter pays priciple”.

Context
According to the Polluter pays principle, all the ministries and agencies who coordinates or have authority over other institutions, and from whose activities result contaminated sites, must assume an environmental reliability as stipulated in the legislation in force.

The principle holds that the polluter will bear all costs of the pollution that he had caused. However, the principles is economic but not juridical. This means that the intention is not to sanction the polluter, but to establish the necessary economic conditions in order to consider all the environmental costs associated with the polluter activity, this process leading to a sustainable development.

Objective
Elaboration of the methodology regarding the rules and established or identified financing sources for:
Δ Appliance of the Polluter pays priciple;
Δ Setting with precision the date until the Romanian state is responsible for pollution of the soil, subsoil, and groundwater;
Δ Setting the coverage percentage supported by the Romanian state for the costs regarding recovery of the contaminated sites.
